Enhancing Equal Rights

This project aimed:
 to facilitate and accelerate the implementation phase of NCPE’s remit extension (in 2012) by strengthening  the necessary internal knowledge capacity;
 to create awareness on equality and non-discrimination; and
 to empower stakeholders through training.
A Pilot Study in four schools developed training modules and lesson plans on equality and non-discrimination, serving as a useful tool of good practices for teachers.  The long-term objective of the pilot study is to make teachers the ‘ambassadors for change’ within the education system.
The Pilot Study has shown that integrating equality, diversity and mainstreaming in teaching is possible and can be successful at both content and skills level.

 Pilot Study report

Internal capacity building was organised for NCPE staff on non-discrimination, equality mainstreaming and diversity management:
 Training on non-discrimination covered the concepts of equality, diversity and non-discrimination on the grounds of gender or family responsibilities, racial or ethnic origin, religion or belief, age, sexual orientation and gender identity.  It aimed at enhancing NCPE’s capacity in legal casework, supporting good practice, communicating on issues within its remit, acting as an agent for social change and measuring success.
 Training on equality mainstreaming delved into its meaning, the case for it and the tools used in implementing this strategy.  It covered the implementation of equality impact assessments and the development of an equality body strategy to support equality mainstreaming.
 Training programme on diversity management, in particular equality action planning for employees and customers, and developing an equality body strategy to support organisations in diversity management from a human resources and a customer care perspective.
Diversity Management Training was also provided to employers for the purpose of:
 Deepening employers’ knowledge base and understanding in relation to the grounds covered by equal treatment legislation;
 Building employers’ awareness, knowledge and skills to develop management systems to comply with equal treatment legislation and to reap the potential benefits of a diverse workforce.
Training to teachers on non-discrimination, equality mainstreaming and inclusion aimed at sensitising and empowering them on issues arising from the respective grounds of discrimination and on equality mainstreaming classroom content and techniques.
A Train the Trainer Manual was developed with the aim of supporting NCPE in providing equality and diversity training to key stakeholders.
Awareness Raising:
The ‘Celebrating Diversity’ (Anti-Racism) Theme Day promoted diversity through music, entertainment, art, activities and games.  This activity was held on Saturday 22nd March 2014 at Pjazza De Valette, Valletta to sensitise participants on non-discrimination and diversity.  Prominent personalities, including TV personalities, musicians and bands endorsed the anti-racism message by presenting the event and involving themselves in discussions with the general public that promoted anti-racism, equality and diversity throughout the day.

A Have Your Say!’ Campaign roving booth equipped with a camera was set up in various locations across Malta and Gozo.  The aim was to provide the general public with the opportunity to have their say on instances where they have experienced or witnessed discrimination, to express their views on the effects of discrimination and on the benefits of equality and non-discrimination.  The setup provided the person with the opportunity to record her/his message.  The roving video booth was situated in five prominent places in Malta and Gozo.  A video clip was then compiled with snippets of these recordings.
